Environmental, Safety, and Health Management Mechanism

 

Pu Hui aims to build a healthy workplace and achieve zero occupational accidents. In addition to establishing a dedicated occupational safety and health unit and personnel at all levels as required by law, the company implements autonomous occupational safety inspections and an accident reporting mechanism to raise employees’ safety awareness. The company has established an environmental, safety, and health (ESH) policy covering the needs and expectations of stakeholders, including investors, regulatory authorities, contractors, suppliers, community residents, employees, and customers, as well as internal and external occupational safety and health issues.

Pu Hui has established an ESH office responsible for reviewing, coordinating, and advising on safety and health matters. A dedicated primary unit manages occupational safety and health operations to improve the work environment, maintain employee health, and prevent accidents. The Occupational Safety and Health Committee meets quarterly; in 2024, one meeting was held, chaired personally by the Chairman. Topics discussed include ESH policies and regulatory advocacy, ESH management plans, implementation of ESH education, work environment monitoring plans, health management and promotion, safety and health proposals/audits/self-inspections, procurement/change management, accident investigations, management performance, and contractor operations. The committee establishes feasible safety and health policies and management systems for compliance. The committee consists of department heads, safety personnel, engineering staff, and labor representatives, with labor representatives participating in decisions and supervising the committee’s operations and assisting in occupational accident investigations.

 

Environmental, Safety, and Health Education and Training

 

Pu Hui follows occupational safety and health education and training regulations to strengthen employees’ safety awareness. In addition to using notices, meetings, and online resources to reinforce safety concepts and observation procedures for supervisors at all levels, the company continuously conducts safety promotion and education to enhance employees’ safety awareness, attitudes, and understanding, eliminate unsafe behaviors, reduce potential hazards in the workplace, and lower the likelihood of occupational accidents. In 2024, each operational area developed "High-Risk Hazard Identification Cards" and fully utilized the Ministry of Labor’s digital learning platform to improve the education and training system.

 

Emergency Response

 

To ensure employees are familiar with emergency response procedures during environmental incidents, fires, and natural disasters, and to enhance the operation of response teams, communication, and disaster handling capabilities, Pu Hui follows the "Emergency Response Procedures" and the "Toxic Chemicals Hazard Prevention and Response Plan." For major incidents such as toxic chemical exposure, water pollution, waste pollution, air pollution, and fires, all departments coordinate vertically and horizontally to activate response mechanisms and follow emergency response processes. Simulated, live, on-site, and practical drills are conducted, including pre-response tabletop exercises and equipment preparation, scenario development and timing during the response, and post-response decontamination and recovery. This process identifies deficiencies and obstacles, discusses solutions, and serves as a reference for revising procedures and plans. The goal is to strengthen disaster rescue and safety protection capabilities, improve emergency evacuation and patient rescue efficiency, enhance command and reporting procedures, implement pollution prevention and emergency handling operations, and reduce damages from environmental incidents and fires. In 2024, two full-scale emergency drills were conducted successfully.
